Antique Wasserrose Conrad Kiesel Signed Hand Painted Cameo Buckle Victorian

Hand painted on porcelain in the royal Vienna style. Signed Wasserrose and C Kiesel. Conrad Kiesel painted the original portrait in oil. Could easily be converted to a pendant by a jeweler approx just over 3 1/2 long. I think this is Victorian era.
