Victorian Hand Painted Portrait of Georgian Lady Brooch Fancy Frame Signed

The beautiful image is set in fancy frame with blue rhinestones... It measures approx 1 3/4" long and 1 5/8" wide... It is signed by the artist but I can't read it!! Red fabric behind cut out metal at the back.. Photos in natural and flash light.
