Victorian Ladies Carved Wood Hand / Baton Gold-Filled Maybe Worlds Fair Pin

I believe this to be a Hand Carved wood(not sure if wood) Arm and Victorian Ladies Sleeve with a Gold filled baton and Wrist band. Maybe a Worlds Fair souvenir VER. Y OLD and appears to be good antique condition(wear) - the wrist band is loose but appears original condition. Some wear to the gold fill on the baton edges and some age showing on the pin back.
